2026 Consumer Trends: A Mature Market Rewards Convenience and Value

Published October 29, 2026 · CannActuality Research Desk · For licensed vendors and product teams

Key takeaways

  • California — the largest US legal market — did about $311 million in tracked sales in April 2026, down 7.1% year over year, with the average item price down to $17.91 from $18.89 (Headset data).
  • Pre-rolls passed flower in 2025 to become the top US cannabis category by units: an estimated $3.6 billion across 383+ million units, a 15.9% share of total sales (Custom Cones USA 2026 report, Headset data).
  • Beverages were the only major California category growing in April 2026: +8.0% in sales and +14.6% in units year over year.
  • The development signal: convenience formats, clear value ladders, and infused/premium variants inside proven formats — not novelty for its own sake.

The headline: maturity, not collapse

California's legal market is large and getting harder. Tracked sales reached roughly $311 million across more than 17.3 million units in April 2026, yet sales were down 7.1% versus April 2025 and the average item price fell from $18.89 to $17.91, according to Headset market data reported by KOLAS. California still outsold every other tracked state that month. The correct read for product teams is not retreat — it is that growth now has to be taken from competitors and adjacent categories, not from a rising tide.

Price pressure is structural: more licensed competition, persistent unlicensed supply, and shoppers who compare menus before they visit. Products that cannot explain their price on the label — format, strength, count, provenance — lose to products that can.

Where the units went: pre-rolls took the crown

The single largest format shift in US cannabis is complete. Custom Cones USA's 2026 market report, built on Headset data, found that pre-rolls passed flower for the first time in 2025 to become the top cannabis category by units, generating an estimated $3.6 billion in revenue across more than 383 million units — a 15.9% share of total sales. Pre-roll unit sales rose 18.6% year over year while the broader market grew just 1.5%, and the category's revenue has more than doubled since 2021.

Inside the category, the growth is concentrated, not uniform:

California's April 2026 category table shows the same gravity at state level: pre-rolls held up best among the large inhalable categories (down 2.5% year over year) while flower fell 10.6%.

California category snapshot, April 2026 (Headset)

CategoryApril 2026 salesYear-over-year
Flower$96.43 million−10.6%
Vapor pens$89.21 million−5.5%
Pre-rolls$57.39 million−2.5%
Edibles$38.06 million−3.8%
Concentrates$15.43 million−9.6%
Beverages$7.43 million+8.0%

Two details matter for developers. First, beverages grew units (+14.6%) faster than dollars (+8.0%) as the average beverage price fell from $7.52 to $7.09 — trial pricing is working, and the category is buying new drinkers. Second, every declining category still dwarfs beverages in absolute dollars. The opportunity is asymmetric: small base, real growth, low shelf commitment.
